Council backs alternative energy ordinance

Mark Frazer plans to install a wind turbine and a solar energy system on his 4-acre property in south Woodbury. Frazer said under the city's draft alternative energy ordinance, he probably will need to seek a conditional use permit for the wind turbine, which may reach a total of 120 feet.
