Undercover operation nets a second man who allegedly text about sex with child

A South St. Paul man arrived at Burger King in Woodbury expecting to have oral sex while driving and unprotected sex, according to felony charges filed this week.

After being caught in a sting operation, Carl William Gansen, 33, was charged with engaging in electronic communication describing sexual conduct with a child. He thought she was age 15.

Gansen appeared in Washington County District Court April 28, and is due back in late May.

According to the complaint:

On, an app for anonymously posting secrets, the South St. Paul man met a girl he thought was was 15 years old. On the other end of Gansen's text messages through the app was an undercover police officer with Woodbury Public Safety.

Several males responded to the officer's post on Whisper. He told them all that he was a 15-year-old girl looking to be paid for sex.

On April 22, Gansen, who goes by SouthStPaulGuy online, was asked if he likes young girls. He answered that he "loved them." But he continued to say "it was a risky deal because sometimes it turns out to be cops looking for pervs," the complaint said.

The response: "Haha. R u the perv then? And im the cop?"

After seeing a picture of the fictitious girl, Gansen said he was very interested in sexual activity with her. He was told she would accommodate anything for the right price, and Gansen—describing various sex acts—agreed to pay $100.

They planned a meeting and Gansen arrived with $200 cash in his wallet.

Gansen admitted to police that he used went by SouthStPaulGuy on Whisper and that he had come to Woodbury to meet the girl April 26, when he was arrested.

"Defendant did not have a cohesive answer to questions regarding the explicit discussions of oral, anal and vaginal sex with the 15-year-old female," the complaint said.
