NOTICE OF PUBLIC HEARING ON ASSESSMENTS FOR
2019 Roadway Rehabilitation Project
CITY OF WOODBURY, WASHINGTON COUNTY, MINNESOTA
NOTICE IS HEREBY GIVEN that the City Council of the City of Woodbury, Washington County, Minnesota will meet at the Woodbury City Hall, 8301 Valley Creek Road in said city on Wednesday, March 27th, 2019 at 7:30 p.m. to hear and pass upon all objections, if any, to the proposed assessments in respect to the 2019 Roadway Rehabilitation Project.
The proposed assessment roll is now on file with the City Clerk and open to public inspection by all interested. The general nature of said improvement is for utility and street base improvements and affects the following described property in the City of Woodbury, Washington County, Minnesota:
Marsh Creek Area:
All parcels within the west half of Section 21 and the west half of the east half of Section 21, Township 28N, Range 21W, City of Woodbury, County of Washington, State of Minnesota that have direct driveway or private street
access to Ashford Road, Bailey Ridge Alcove, Bailey Ridge Bay, Bailey Ridge Circle, Bailey Ridge Court, Bailey Ridge Draw, Bailey Ridge Drive,
Beacon Alcove, Beacon Road, Colton Avenue, Colton Court, Dakota Avenue, Enclave Bay, Enclave Circle, Enclave Cove, Enclave Road, Featherstone
Circle, Featherstone Drive, Greenbriar Court, Greenbriar Lane, Hidden Ponds Alcove, Hidden Ponds Way, Homestead Court, Homestead Drive, Homestead Lane, Juniper Lane, Landon Avenue, Marsh Creek Alcove, Marsh Creek Road, North View Abbey, North View Bay, North View Lane, Parkers Drive, Russel Avenue, Torrey Drive, or Westin Avenue
All parcels within the southwest quarter of Section 6, Township 28N, Range 21W, City of Woodbury, County of Washington, State of Minnesota that have
direct driveway or private street access to Meadow Lane, Meadowood Drive, Poplar Drive, or Aspen Court
Upper Afton Road:
All residential parcels within Section 6 or the northeast quarter of Section 7, Township 28N, Range 21W, City of Woodbury, County of Washington, State of Minnesota that have direct driveway or private street access to Upper Afton Road, and all commercial and public/semi-public parcels within the same area that are immediately adjacent to Upper Afton Road.
The total amount of the assessment proposed is $2,824,608.58. The area proposed to be assessed is every lot, piece, and parcel of land benefited by said improvement, based upon benefits received.
Written or oral objections will be considered. No appeal may be taken unless a written, signed objection is filed with the City Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. Appeals to said assessment may be made upon serving a Notice of Appeal upon the Mayor or City Clerk within thirty (30) days after the adoption of the assessment and also filing said Notice with the Washington County District Court within ten (10) days after service upon Mayor or the City Clerk.
You are also advised that Minnesota Statutes Section 435.193 - 435.195 provides that any property owner whose property is classed as homestead who is 65 years of age or older or retired by virtue of a permanent and total disability for whom it would be a hardship to make the payments may apply to the City Council for deferment of said assessment. This deferment is discretionary with the Council.
