The Minnesota Pollution Control Agency's Citizen's Board directed the agency Tuesday to begin to negotiate cleanup agreements with 3M for the Cottage Grove plant and Woodbury and Oakdale disposal sites. The Board postponed the MPCA Commissioner's recommendation to issue a formal Request for Response Action from 3M for the perfluorochemical (PFC) contamination at the three sites. The formal request would have been the first step toward bringing the investigation and response actions under the state Superfund law, but would have been a unilateral action by the MPCA. The Minnesota Pollution Control Agency announced the classification of two chemicals -- perfluorooctane sulfonate (PFOS) and perfluorooctanoic acid (PFOA) -- as hazardous substances at the State Capitol Wednesday. PFOA and PFOS have been found in the water supplies in Lake Elmo and Oakdale, as well as at the 3M Chemolite plant in Cottage Grove. No wells around the plant were found to contain the chemicals. 3M officials went on record with Minnesota legislators Tuesday morning, saying they see no health risks from the chemicals found in local wells at the levels currently recorded and pledged to help pay for preventative measures if the levels are deemed to pose health risks in the future. The Minnesota Department of Health announced Thursday it is lowering the Health Based Values for the chemicals perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS) in drinking water. These chemicals had been released by 3M in the past and were found in the groundwater in Lake Elmo and Oakdale. The new guidelines are .5 parts per billion for PFOA and .3 parts per billion for PFOS. The previous values were 1 part per billion and .6 parts per billion respectively, according to a Health Department press release. Sen.
