NOTICE IS HEREBY GIVEN that Woodwinds Health Campus has submitted an application for a concept Planned Unit Development for a future medical campus north of the existing hospital behind Valley Creek Mall. They are also requesting Final Site and Building Plan approval to redevelop the existing temporary parking lot in this location. The property is zoned B-1, Office Park and is guided as Places to Work on the Land Use Plan. The proposal is as follows:

1. Phase One - Construction of the 111 Parking Stalls on the north side of Woodwinds Drive:

Phase One of this project is the construction of 111 parking stalls to allow staff to park, thereby freeing up space adjacent to the building for patients and visitors.

2. Future Phase Two - Construction of Medical Office Buildings and Parking:

The expansion is proposed to consist of outpatient services and clinics. The buildings are proposed to be a combination of two, three-story buildings for a total of 100,000 square feet.

3. Future Phase Three - Construction of Medical Office Building and Parking:

The parking for this phase is proposed to be in both underground structured parking and surface parking. The buildings are proposed to be approximately 40,000 square feet. Dependent upon need, this area would be the final phase on the north campus.

The application includes the following described real estate lying and being in the City of Woodbury, County of Washington, State of Minnesota to wit:

All that part of the east 60 acres of the east 1/2 of the southwest 1/4 of Section 7, Township 28 north, Range 21 west, Washington County, Minnesota, that lies northerly of the following described line:

Commencing at the southwest corner of Lot 3, Block 1, Eagle Addition, thence on an assumed bearing of north 1 degree 00 minutes 52 seconds east along the east line of the southwest quarter of Section 7, Township 28 north, Range 21 west, a distance of 10 feet, to the point of beginning of the line to be described; thence north 88 degrees 59 minutes 08 seconds west 324.30 feet; thence southwesterly 266.43 feet along a tangential curve concave to the southeast having a radius of 517.46 feet and a central angle of 29 degrees 30 minutes; thence south 61 degrees 30 minutes 52 seconds west tangent to the last described curve 335.00 feet; thence southwesterly, to the west line of the east 60 acres of the east 1/2 of the southwest 1/4 of Section 7, Township 28, Range 21, along a tangential curve concave to the northwest having a radius of 437.46 feet and a central angle of 17 degrees 06 minutes 02 seconds and there terminating. NOTICE IS FURTHER GIVEN that the Woodbury City Council has scheduled a public hearing to review the request for the application. The public hearing will be held on Wednesday, July 23, 2008, at 7:30 p.m. at Woodbury City Hall, 8301Valley Creek Road.

The purpose of the hearing is to provide citizens the opportunity to comment on the proposed application. Individual citizens or representatives of organizations are encouraged to submit written comments prior to the hearing.

All interested parties will be heard.
