A Woodbury man, who was exploring a tunnel with a friend along the Mississippi River in St. Paul Sunday morning, died when the tunnel filled with water and swept him into the river, according to St. Paul Fire Department officials.
Once again, the River Valley Riders (RVR) are galloping towards the finish line after the Afton Planning Commission approved the application for a conditional use permit to construct an outdoor riding arena.
The River Valley Riders have been reined in for the time being.
The group’s proposed outdoor riding facility in Afton was remanded to the Afton Planning Commission by the Afton City Council during its March 17 meeting.
