Court says Ritchie overstepped his authority

ST. PAUL -- Legislators have the duty to write ballot titles for proposed constitutional amendments, the Minnesota Supreme Court ruled today, eliminating those that Secretary of State Mark Ritchie rewrote earlier this year.
