Legislative notebook: ACLU doubles down on voter ID claims

ST. PAUL -- The American Civil Liberties Union of Minnesota is putting up $1,000 for anyone who can find a voter fraud case in the past decade that could have been avoided by a proposed constitutional amendment requiring voters to show a photographic identification card before casting ballots.
