Woodbury police arrest three at massage parlor on suspicion of prostitution

Police arrested two women at a Woodbury massage business Thursday afternoon on suspicion of promotion of prostitution. An Inver Grove Heights man was also arrested on suspicion of solicitation of prostitution.
