ORDINANCE NO. 1856
AN ORDINANCE OF THE CITY OF WOODBURY, WASHINGTON COUNTY, MINNESOTA PROVIDING THAT THE CITY CODE BE AMENDED BY AMENDING CHAPTER 16, SUBDIVISION II, SECTION 16-17 PARK AND RECREATION COMMISSION MEMBERSHIP AND SECTION 16-18 OFFICERS AND MEETINGS
THE CITY COUNCIL OF THE CITY OF WOODBURY, WASHINGTON COUNTY, MINNESOTA DOES ORDAIN:
1856.01 That Chapter 16, Subdivision II, Section 16-17 Park and Recreation Commission Membership, and Section 16-18 Officers and Meetings, of the City Code be amended as follows:
Sec. 16-17. - Membership.
(a) The Woodbury Park and Recreation Commission shall be composed of a chairperson and six members all of whom shall be appointed and serve at large plus up to two Woodbury resident students that are attending high school at the 11th and 12th grade level .
(b) Members of the commission shall be appointed upon majority consent of the council for staggered terms of three years, except for a vacancy the appointment shall be only for the remainder of such term and for a student, the appointment shall be only for one year.
(c) The mayor shall appoint a council member to serve as an ex officio member of the commission privileged to speak on any matter without a vote and shall provide a liaison between the commission and the city council.
(d) Members of the commission shall be residents of the city while serving on the commission and shall represent as broad a range as possible of interests in the park and recreation function.(f)
Commissioners shall serve without compensation.

Sec. 16-18. - Officers and meetings.
(a) The Woodbury Park and Recreation Commission shall generally meet on the first Tuesday of each month at 7:00 p.m. at the Woodbury Municipal Building, with the schedule and location subject to change with the required notification.
(b) The commission shall adopt such rules and procedures not inconsistent with these provisions as may be necessary for the proper execution and conduct of business.
(c) The city council shall appoint one member of the commission to serve as chairperson for a term of one year. The chairperson may be removed with the majority vote of the council. The chairperson shall:
(1) Preside over meetings of the commission.
(2) Appear or appoint a representative to appear as necessary before other city advisory commissions and the city council to present the view point of the commission on matters pertaining to park and recreation functions as they relate to business under consideration by said commissions or city council.
(3) Review all city council, planning commission and other advisory commissions minutes and inform the park and recreation commission of matters therein relevant to the park and recreation function.
(4) Provide the liaison with other governmental and volunteer units in matters relating to the park and recreation function for the purpose of obtaining and providing timely information.
(d) The vice-chairperson shall be appointed annually by the chairperson. The vice-chairperson shall perform such duties as may be assigned by the chairperson and shall assume the responsibilities of the chair in absence of the chairperson.
1856.02 Severability
In the event that a court of competent jurisdiction adjudges any part of this chapter to be invalid, such judgment shall not affect any other provision of this Chapter not specifically included within the judgment.
1856.03 Repeal of Inconsistent Ordinances
Any and all ordinances of the City of Woodbury inconsistent with this ordinance or codes herein adopted are expressly repealed.
1856.04 Effective Date
This ordinance shall become effective upon its passage and publication according to law.
