Cravings, which is located in the Tamarack Hills development on Bielenberg Drive and Tamarack Lane, previously had a wine and beer license.
The restaurant failed a compliance check in December 2008, for which they paid an administrative fine for the violation.
The employee responsible for serving the minor was charged with a gross misdemeanor and subsequently dismissed by the management, a city staff report stated.
Restaurant co-owner Gregory Rick has no previous compliance issues with his other Cravings locations in Maplewood and White Bear Lake, the staff report stated.
