Rosemount chosen for program to study housing choices

Rosemount will receive expert help in creating a full range of housing choices in the city through a program sponsored by the Urban Land Institute Minnesota and the Regional Council of Mayors.

Rosemount was one of five cities chosen for the Opportunity City Pilot program. The others chosen include Shoreview, Brooklyn Park, Minnetonka and Richfield.

The goal of the program, according to a press release from the Urban Land Institute Minnesota and the Regional Council of Mayors is to build on collaborations among the RCM and ULI to identify and implement best practices that support a full range of housing choice for economic stability and regional prosperity.

"By working together we can develop an approach that can serve as a model for other cities and can be brought to scale at the regional level," said Caren Dewar, executive director of the ULI.

Acting city administrator Kim Lindquist said the program was trying to get a representative sample of communities when it selected the different cities. She said Rosemount is in a unique position that fit with what the program was looking for.

The city applied to be part of the program. Lindquist said because of the down housing market, it is a good time to look at Rosemount's housing stock.

Through the program Rosemount will be able to get expert advice from several places including Bennett Community Consulting, ULI Technical Assistance Panel and the Corridor Housing Initiative.

Each entity will help assess Rosemount and identify where it can improve. Bennett Community Consulting will review current data and evaluate the effectiveness of existing housing and land use tools to meet the cities needs.

The ULI Technical Assistance Panel will provide professional real estate services to Rosemount to help evaluate land use options surrounding specific sites. And the Corridor Housing Initiative will bring together neighborhood representatives, a technical team and city staff to develop a strategy for specific site incorporating quality design, high-density and affordable housing.
