District 833 School Board Regular Meeting for November 7, 2013

Pursuant to due call and notice thereof, a regular meeting of the School Board of Independent School District 833, South Washington County, was held on Thursday, November 7, 2013. The meeting was called to order by Chairman Ron Kath at 6:30 p.m. at the District Service Center, located at 7362 East Point Douglas Road South, Cottage Grove, MN. School Board members present were Marsha Adou, Tracy Brunnette, Jim Gelbmann, Laurie Johnson, Ron Kath, and Katy McElwee-Stevens. Board member David Kemper was absent. Superintendent Keith Jacobus was present.
Motions were made and seconded to approve the agendas. The consent agenda contained retirements, resignation and terminations; leaves of absence; new employees/change of status, electronic fund transfers, gifts, extended field trips, recent meeting minutes; contract agreement between South Washington County Schools and Fuerst Child & Family Psychological Services for mental health services and training; contract agreement between South Washington County Schools and Maxim Staffing Solutions for supplemental staffing services.
Denise Griffith, Director of Human Resources, presented a tentative agreement between South Washington County Schools and the Central Administration Supervisors (CAS). The details of this agreement were presented to board members in a closed session earlier in the meeting. The tentative agreement is to be effective July 1, 2013 through June 30, 2015. The economic costing of the agreement includes a 2% wage increase in year 1 and year 2. It also includes an increase in district TSA annual match from $2,000 per year to $2,100 per year. Severance maximum was increased from $22,500 to $24,200. The agreement includes an increase in the high deductible VEBA contribution for family by $30 per month. Administration recommended approval of the tentative agreement. A motion was made and seconded to approve the agreement and the motion was carried.
Denise Griffith, Director of Human Resources, presented a tentative agreement between South Washington County Schools and the Office and Professional Employees International Union (OPEIU). The details of this agreement were presented to board members in a closed session earlier in the meeting. The tentative agreement is to be effective July 1, 2013 through June 30, 2015. The economic costing of the agreement includes an increase of $.20 per hour in year 1 for all classifications and steps, and no increase in year 2. It also includes an increase in longevity pay starting year 1 of the contract of $.05 per hour starting the 4th year of service, not to exceed $1.00 per hour. The agreement includes a decrease in district contribution for both single family open access and select choice health insurance plans for 2014 and 2015. The district single open access and select plan contributions were lowered to $465.97 for 2014 and to $419.37 for 2015. District family open access and select plan contributions were lowered to $1,010.74 for 2014 and to $909.67 for 2015. District single high deductible contributions were increased to $499.08 for 2014 and to $536.51 for 2015. District family high deductible contributions were increased to $1,336.33 for 2014 and to $1,440.56 for 2015. The district VEBA contribution for the high deductible plan was increased by $25 per month for single and family, starting year 2. Administration recommended approval of the tentative agreement. A motion was made and seconded to approve the agreement and the motion was carried.
