Developer unveils plans for 'Woodbury Plaza'
A casual sit-down restaurant, a sandwich shop, a frozen yogurt store and a coffee shop will soon be part of the SuperTarget-anchored retail center in Woodbury.
HJ Development plans to construct two retail buildings to house Noodles and Company, Which Wich, Yogurt Lab and a Starbucks, pending final approval from the city.
The Wayzata-based company acquired the 15-acre property, where a free-standing Wings Financial Credit Union and a new HealthEast clinic will also be built.
Chris Moe, vice president of leasing and development, said construction is set to begin in February and most of the businesses plan to open by the fall.
The project is HJ Development’s first in Woodbury.
“It’s just a good trade area,” Moe said of the site located just west of Woodbury Drive. “This is a site that jumped out at us when looking at the city of Woodbury.”
HJ Development presented conceptual plans to a city advisory commission this week. Moe said the company is still in talks with potential tenants that would include a fast food restaurant and other retailers.
“That’s just conceptual,” he said. “We were looking to get the ability to have a drive-thru there in the future.”
At its Monday, Jan. 14, meeting, Woodbury Planning Commission expressed concerns over the number of drive-thrus proposed in the plan.
Wings Financial Credit Union will have a drive-thru, as will one of the retail buildings and a future fast food restaurant to the south.
“The more I look at it, the more I get concerned,” Commissioner Irfan Ali said. “There could be a complete traffic jam.”
City Planner Dan Olson explained that one of the drive-thrus will not be used as often as the others and therefore will not likely cause traffic and parking issues.
Moe told commissioners that similar properties he manages in other cities that run drive-thrus have not caused traffic problems either.
The commission ultimately decided to table the vote until HJ Development brings additional drawings to next month’s meeting.
Moe said getting a Starbucks in one of the multi-tenant buildings is dependent on getting a drive-thru approved.
Commercial development in the SuperTarget retail area picked up over the past year when McDonald’s, a multi-tenant retail building and Chuck E. Cheese’s began construction.
The various retailers and McDonald’s opened last year, while Chuck E. Cheese’s is still under construction.
