NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that KTJ 229, LLC, has submitted an application for a Comprehensive Plan Amendment, Conditional Use Permit, Preliminary Plat and Site and Building Plan for a development to be called Edgewood Vista. The applicant is requesting to consolidate and plat several parcels to construct a two-story 60 unit senior living facility, with 32 memory care units on the first floor and 28 assisted living units on the second floor. The property is located on Century Avenue, south of Lake Road, and west of I-494. The property is currently zoned R-4, Urban Residential District and is guided as Low Density and Places to Work on the Land Use Plan. The development is proposed to be guided as High Density on the Land Use Plan.
The application includes the following described real estate lying and being in the City of Woodbury, County of Washington, State of Minnesota to wit:
Parcel 1: That part of the following described property: The South 2 rods of the West Half of the North 16.6 acres of the Northwest Quarter of Section 18, Township 28, Range 21, Washington County, Minnesota. Which lies northeasterly of a line run parallel with and distant 70.0 feet southwesterly from the following described Line A. Line A is described as beginning at a point on the West line of the Southwest Quarter of Section 7, Township 28, Range 21, Washington County, Minnesota, distant 711.58 feet north from the Southwest corner of said Southwest Quarter; thence South 0 degrees 01 minutes 59 seconds
East, assumed bearing, along said West line 264.00 feet; thence southeasterly 710.95 feet along a tangential curve concave to the East having a radius of 954.93 feet and a central angle of 42 degrees 39 minutes 24 seconds; thence South 42 degrees 41 minutes 24 seconds East 896.66 feet to a point hereinafter referred to as Point A.; thence continuing South 42 degrees 41
minutes 24 seconds East 1963.44 feet and said Line A there terminating.
Parcel 2: A 130.0 foot strip of land being part of the following described property: That part of the West Half of the Northwest Quarter of Section 18, Township 28, Range 21, Washington County, Minnesota lying northwesterly of the northwesterly right-of-way line of U.S. Interstate Highway No. 494, except the West 233 feet thereof, and also except the West Half of the North 16.6 acres of the Northwest Quarter of the Northwest Quarter of said Section 18. Said 130.0 foot strip being that part of said described property lying within 60.0 feet to the left and 70.0 feet to the right of Line A. Line A is described as beginning at a point on the West line of the Southwest Quarter of Section 7, Township 28, Range 21, Washington County, Minnesota, distant 711.58 feet north from the Southwest corner of said Southwest Quarter; thence South 0 degrees 01 minutes 59 seconds East, assumed bearing, along said West line 264.00 feet; thence southeasterly 710.95 feet along a tangential curve concave to the East having a radius of 954.93 feet and a central angle of 42 degrees 39 minutes 24 seconds; thence South 42 degrees 41 minutes 24 seconds East 896.66 feet to a point hereinafter referred to as Point A.; thence continuing South 42 degrees 41 minutes 24 seconds East 1963.44 feet and said Line A there terminating.
Parcel 3: A 100 foot strip over, under, across and through that part of the West Half of the Northwest Quarter of Section 18, Township 28, Range 21, Washington County, Minnesota, being 50.0 feet to the right and 50.0 feet to the left of a line hereinafter described as Line B. Said Line B is described as beginning at said Point A; thence North 38 degrees 13 minutes 47 seconds East, 143.0 feet and said Line B there terminating.
Parcel 4: A 10.0 foot strip being part of that part of the Northwest Quarter of Section 18, Township 28, Range 21, Washington County, Minnesota, lying northwesterly of the northwesterly right-of-way line of Interstate Highway No. 494 and lying southeasterly of said Line B. Said 10.0 foot strip lies northeasterly from and adjacent to a line run parallel with and distant
60.0 feet northeasterly from said Line A.
Parcel 5: That part of the West Half of the Northwest Quarter of Section 18, Township 28, Range 21, Washington County, Minnesota, described as beginning at the intersection of a line run parallel with and distant 50 feet southeasterly of said Line B with a line run parallel with and distant 70 feet northeasterly of said Line A; thence northeasterly, parallel with said Line B, a distance of 80.0 feet; thence southerly to a point on a line run parallel with and distant 70 feet northeasterly of said Line A, said point being distant 80.0 feet southeasterly of said point of intersection as measured along said parallel line; thence northwesterly along said parallel line to the point of beginning.
Parcel 6: That part of the West Half of the Northwest Quarter of Section 18, Township 28, Range 21, Washington County, Minnesota, described as beginning at the intersection of a line run parallel with and distant 50 feet northwesterly of said Line B with a line run parallel with and distant 60.0 feet northeasterly of said Line A; thence northeasterly, parallel with said Line B, a distance of 15.0 feet; thence westerly to a point on a line run parallel with and distant 60.0 feet northeasterly of said Line A, said point being distant 120.0 feet northwesterly of said point of intersection as measured along said parallel line; thence southeasterly along said parallel line to the point of beginning.
Parcel 7: That part of the West Half of the Northwest Quarter of Section 18, Township 28, Range 21, Washington County, Minnesota, described as commencing at said Point A; thence North 42 degrees 41 minutes 24 seconds West along said Line A 17.22 feet; thence South 38 degrees 13 minutes 42 seconds West to the intersection with a line run parallel with and distant 70.0 feet southwesterly from said Line A, said intersection point being the point of beginning of the parcel to be described; thence continuing South 38 degrees 13 minutes 42 seconds West to the intersection with a line bearing South 51 degrees 46 minutes 18 seconds East from the Southeast corner of Lot 3, Scholz Place, Washington County, Minnesota; thence North 51 degrees 46 minutes 12 seconds West 100.00 feet; thence North 38 degrees 13 minutes 42 seconds East to a line run parallel with and distant 70.0 feet southwesterly from said Line A; thence southeasterly along said parallel line to the point of beginning.
Parcel 8: That part of the West Half of the Northwest Quarter of Section 18, Township 28, Range 21, Washington County, Minnesota, described as commencing at said Pont A; thence North 42 degrees 41 minutes 24 seconds West, along said Line A 17.22 feet; thence South 38 degrees 13 minutes 42 seconds West to the intersection with a line run parallel with and distant 70.0 feet southwesterly from said Line A, said intersection point being the point of beginning of the parcel to be described; thence continuing South 38 degrees 13 minutes 42 seconds West to the intersection with a line bearing South 51 degrees 46 minutes 18 seconds East from the Southeast corner of Lot 3, Scholz Place, Washington County, Minnesota; thence North 51 degrees 46 minutes 18 seconds West to said Southeast corner; thence south along the East line of said Scholz Place to the Northwesterly right-of-way line of U.S. Interstate Highway No. 494; thence northeasterly along said Northwesterly right-of-way line to a line run parallel with and distant 70.0 feet southwesterly from said Line A; thence northwesterly along said parallel line to the point of beginning.
NOTICE IS FURTHER GIVEN that the Woodbury City Council has scheduled a public hearing to review the request for the application. The public hearing will be held on Wednesday, September 11, 2013, at 7:30 p.m. at Woodbury City Hall, 8301Valley Creek Road.
The purpose of the hearing is to provide citizens the opportunity to comment on the proposed application. Individual citizens or representatives of organizations are encouraged to submit written comments prior to the hearing.
All interested parties will be heard.
