Afton City Council has set the stage for 2013.

City Council held its goal setting session during a workshop on Feb. 7.

City Administrator Ron Moorse presented a list of goals, based on the council's 2012 list and his own preliminary thoughts for 2013.

"This list looks really good," City Council Member Randy Nelson said. "It's really complete."

Afton City Council 2013 goals are:

* Flood Hazard Mitigation Project

* Complete a feasibility study/report regarding a sewer project to address septic issues in the Old Village

* Complete the facility plan and hold a public hearing needed for the sewer project funding through PFA

* Move forward with the design of the levee and the Kelle's Creek relocation

* Pursue additional funding for a sewer project, as well as for other elements of the flood hazard mitigation project, such as storm water management/water quality improvements

* Complete the acquisition of the third of the three parcels in the floodplain adjacent to Reach 2 of the levee

* Acquire a site for the treatment element of the sewer project

* Complete a benefit analysis necessary to determine the level of assessments for the flood hazard migration project, including a sewer project

* Develop a sewer project assessment policy

* Ensure significant progress is made in the preparation of a SWIP for the levee

* Woodbury East Well field: Ensure Afton has an effective voice in decisions regarding the volume of pumping and its impacts on groundwater in Afton

* Amend the monopine site's conditional-use permit to reflect the county's plans to remove a house there

* Effectively participate in the design process for the CR-21 improvement project through the downtown area

* Complete the Personnel Policy update

* Complete the process for the adoption of the 2012 Park Plan

* Facilitate, promote, manage and evaluate community gardens at Rinta Park during first year

* Complete the development of "Updated Heritage Preservation Design Guidelines" for the Old Village

* Continue to address road improvement needs, while reserving funding for improvements to roads in the Old Village

* Work with the Design Review/Heritage Preservation Commission and the Old Village businesses to develop more consistent and attractive business signage along St. Croix Trail

* Address Mt. Hope cemetery road maintenance issues

* Resolve outstanding issues regarding the Cedar Bluff trail plan

* Develop a multi-year maintenance/improvement plan for city facilities

* Ensure Afton has an effective voice in ensuring high quality, cost effective fire department services

* Update city code to reflect amendments made over the years

* Complete the update of ordinances related to principal and accessory buildings

* Provide more forms on the website that can be completed electronically

* Resolve Afton property address issues provided by Washington county

During discussions, City Council also added a few additional items to their 2013 goals.

Mayor Pay Snyder requested two items be added to the list: the creation of a five-city Wi-Fi network; and review, and amend if necessary, the city's open space ordinance in relation to conservation easements.

Nelson requested a sub-item be added to the Flood Hazard Mitigation Project goal in relation to impervious surface in the Old Village.

Nelson said he wanted the item added because with the new levee and lift station, more runoff could potentially be handled and this would allow business to have greater impervious surface area.

"When we start piecing this together," he said, "it would be nice to what we can do and what we can't do."

City Council opted against prioritizing the 2013 goals.

"We all know they're all important to us," Snyder said.
