Eastbrooke to add 124 new homes on northern border

Tim Wegner, of Rosemount, uses a ditch-cutting machine to clear a path for an off-road bicycle trail at Carver Lake Park in Woodbury. A city official working on the trail project said Wegner is considered the top trail builder in the Midwest. Wegner is volunteering time to work on the local trail, to be complete next year.
